When there is Leadership, Vision, Plan, Governance, Transparency and Results Monitoring.... in short, people and organisational management, then technology can be a great tool to make Smart Cities.
But when the notes of that score are not clear or aligned, then there is no technology to get us to a Smart City; then technology only participates as a mere conduit for commercial transactions of buying and selling irons with software. Are we in agreement?
